1. These Regulations may be cited as the Factories and Machinery (Building Operations and Works of Engineering Construction (BOWEC) Regulations 1986.
2. The Regulations apply to all work at height, where there is risk of a fall liable to cause personal injury. They place duties on employers, and those who control anywork at height activity (such as facilities managers or building owners who may contract others to work at height).
3. Working at height' means working in a place where a person could be injured by falling from it, even if it is at or below ground level. Working at Height Regulations applies to all work at height where there is a risk of a fall liable to cause personal injury.
4. For employees in general industry, the height is 4 feet above a lower level. In construction work, the threshold height is 6 feet above a lower level. Fall protection on scaffolding is required at 10 feet.
